Ghost in the Shell: The Lurking Fear are frail creatures, but they are masters of moving into recently deceased bodies. The bodies they take can be pushed to their limits becoming surprisingly fast, strong, and resilient. For an Action Point they receive a +3 to Athletics, Melee Weapons, or Physical Defense. For 3 Action Points, they receive a +4 to one of the aforementioned skills.
